Ukrainian President Volodymyr Zelensky Asserts He Lacks Explicit Defense Guarantee from Partner Nations
Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will protect his country in the event of a new Russian aggression.
"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.
These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a commitment at talks in Paris on Tuesday.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be deployed.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.
The Russian government has not yet commented on the announcement made in the French capital.
President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the foreseeable future".
He added: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the years to come."
Zelensky hailed that agreement as a "huge step forward".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.
"However, until we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend primarily on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also significant owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
Witkoff said the allies "largely finished" their work on agreeing security protocols.
Recently, the President indicated a peace deal was "ninety percent complete".
Questions of land and security guarantees have been at the forefront of unresolved issues for negotiators.
Putin has repeatedly warned that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.
Zelensky has so far ruled out relinquishing any land, but has suggested that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.
Russian forces currently controls about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts constitute the industrial Donbas region.
It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
